The game’s art direction reflects this, but Sonic 2 HD has also given equal attention to unseen essential elements in the physics and audio. The result of this is an unprecedented re-interpretation in high definition graphics, music and gameplay of Sonic 2, which continues to set quality standards to this day.

I don't want to get hyped for something only for it to never get finished, which sadly is usually the case with fangames. The concern isn't whether or not it will be finished, the team seems pretty dedicated and willing to do all the work needed. The concern is whether or not SEGA will C&D the project.
Fangames are usually fine and no one shuts them down unless the developer is trying to make money from it, but fan REMAKES are another story altogether. Those get shut down all the time. Well, if they are not located in the U.S. Or a country with treaties that recognize international copyright law, they can just disregard any C&D.If I were to ever do one of these, I'd keep it under wraps until it's ready, and then I'd post it on a website hosted behind Tor / darknet. And the internet could spread it on the non-darknet from there. This would also be effective against Nintendo's ridiculous heavy handedness with these projects.Really, in most countries the worst that can happen is you get sued.
And most countries do not have debtor prisons, so losing a lawsuit is not the end of the world if you don't own a business or any major assets to place a lien against. Some states don't even allow wage garnishment. So in some US states, what happens is you can no longer take out bank loans or get new credit cards - but that is not a big deal for some people.Though most people comply with C&Ds, there can be situations where they could refuse and just incur the debt from a default summary judgement. A college student living in a studio apartment for example already has more debt than they could ever hope to pay off - incurring additional debt from a summary judgement isn't going to make them any worse off unless they rely on credit cards and bank loans to eke out a living. As long as they get something out somewhat complete, the Streisand effect will ensure preservation of the project even if they comply with a C&D. And if they make it open source, then someone else could take up the torch in defiance of the publisher. AM2R, Crimson Echoes comes to mind in terms of projects shut down by a C&D that were complete and can still be enjoyed by players today. It's just another example of why serious international reform to copyright and patent law needs to happen yesterday. It is far too heavy handed and draconian.
But thanks to technologies like i2p, Tor - and for financial support Bitcoin and other cryptocurrencies, gray area projects can still thrive beyond the reach of a judge. They might've even completed everything up to that point by now for all we know. But someone else already said it best, it can't be released because SEGA will sue the pants off 'em. Good to know there's still some life in it! Funny how OCRemix can release free music based on the game soundtrack but this would have problems, seems like the same kind of tribute work! Hill Top is probably only close to completion (or already finished) because it shares a large part of its assets with Emerald Hill.Other levels need to be remade totally from scratch, but with Hill Top, all you need is to take Emerald Hill and color the ground blue, and then make the handful of new assets: the background, the trees, lava, those moving platforms on vines, the Star Light see-saws, the three badniks, the breakable rocks and ground, the boss,. I think that's literally it.If they had levels like Casino Night and Aquatic Ruin ready to show, I'm sure they would have done so.
